The MVAT annual audit is the year-end compliance requirement for registered dealers with turnover above Rs 1 crore. Form 704 — the Annual Audit Report certified by a Chartered Accountant — must be filed by September 30 following the financial year. It covers annual turnover reconciled with books; rate-wise sales, purchases, and tax; set-off (ITC) verified; comparison of annual with monthly returns; C-Form/F-Form/H-Form summary; and the CA's certificate of correctness.

Form 704 is the primary basis for the commercial tax officer's annual VAT assessment. A well-prepared Form 704 that reconciles all monthly return figures with audited accounts and explains every difference significantly reduces assessment risk. A delayed, incomplete, or inconsistent Form 704 invites scrutiny and adverse assessment findings.

For pre-GST periods, many businesses have pending Form 704 reports for FY 2012-13 to 2016-17 — we prepare and certify these delayed reports to provide a defensible annual record for outstanding assessments and appeals.
