The Regional Director handles a defined set of approvals: extension of time for the AGM under Section 96(2), conversion of a public company to a private company under Section 14, approval of certain registered office changes requiring RD-level clearance, and compounding of offences under Section 441 where compounding authority vests with the RD. MCA Headquarters handles matters such as Central Government approval for managerial remuneration above Section 197 limits, Section 8 company licence applications, and specific name or conversion approvals requiring Central Government sanction.
ROC-level approvals include INC-24 for company name changes, INC-22 and INC-23 for registered office changes, and STK-2 for strike-off.
