VAT on Petroleum — Composition or Regular. Optimally Filed.
MVAT compliance for petroleum dealers — petrol pump operators, petroleum traders, and ATF suppliers. We assess composition vs. regular scheme advantage, handle monthly MVAT returns, compute set-off, file CST returns, and prepare the annual Form 704 audit report.
Contact UsPetroleum products — petrol, diesel, ATF, crude oil, and natural gas — are excluded from GST and remain subject to state VAT. Maharashtra levies MVAT on petroleum product sales under the MVAT Act, 2002. Petrol pump operators can opt for the composition scheme under Section 42 — paying VAT at a flat rate on gross turnover without invoice-level set-off computation. Regular scheme dealers compute VAT at the applicable rate on each sale and claim set-off on VAT-paid purchases from oil marketing companies or distributors.
The composition scheme significantly simplifies compliance for pump operators — monthly Form 232 filing at a flat composition rate rather than invoice-by-invoice set-off tracking. However, the composition rate is not always lower than the effective regular VAT after set-off — the optimal scheme depends on the purchase margin and the MVAT paid in the supply chain. For petroleum traders and distributors who are not pump operators, the regular MVAT scheme with set-off typically applies.
We manage complete MVAT compliance for all petroleum dealers — scheme selection advisory, monthly return filing, set-off computation for regular scheme dealers, CST returns for inter-state sales, and the annual Form 704 audit report with pump-level reconciliation.
